Dessa lagar finns eftersom det svslutande provet på juristutbildningen(advokat) på skolorna är att man ska få igenom en lag. Man ska alltså skapa eller typ ändra en lag. Och då är det svårt att ändra så att man får köra bil tidigare, så då gör dom sånna lagar.
